The Salaries and Remuneration Commission (SRC) determines and reviews Public Servants’ Job groups and salaries for public employees.

The SRC was established in 2011 under the Salaries and Remuneration Act of 2011, and among other things, it also ensures equity and fairness in the public service. Lyn Cherop Mengich currently serves as its chair.

Public Servants Job Groups

Over 7,000 public employees in Kenya work in one of the job groupings that SRC harmonizes, which includes:

Job Group B1

Low-skilled laborers are grouped together in this lowest occupational category in Kenya. They are Operator III, Attendant III, Officer III, and Support Staff III. The pay range for this group is between Sh11,553 and Sh14,442.

Job Group B2

This group categories skilled and lower-level supervising employees. The pay range for Job group B2 is between Sh14,007 and Sh17,508.

Job group B3

A basic salary of between Sh16,777 and Sh20,972 is earned by this category.

Job group 4

This group, which was formerly known as group G, is made up of skilled workers who receive a base salary of between Sh19,859 and Sh24,823.

Job group 5

Most of the top executives and senior experts (heads of institutions) in the civil service hold this position, and their annual salaries range from Sh23,176 to Sh28,970.

Job group C1

Although the workers in this group are not highly skilled, they do receive greater income, ranging from Sh28,970 to Sh39,110.

Job group C2

Workers in this category, formerly known as group K, make between Sh36,411 and Sh47,373.

Job group C3

The pay range for those who receive some training before being absorbed is between Sh44,898 and Sh56,326.

Job group C4

Professionals in this grade can earn between Sh54,532 and Sh68,165 with a little work experience and greater academic credentials.

Job group C5

Job group C5, which has a salary range of Sh64,919 to Sh81,148, employs a sizeable portion of Kenya’s skilled labor population.

Job group D1

For workers in Group D1, the average salary ranges from Sh81,148 to Sh109,550 for entry-level management positions.

Job group D2

According to the civil servant grading scale, this is level 11. The salary range for employees in this group is Sh97,184 to Sh130,226.

Job group D3

The group, which consists of managers, is paid between Sh114,334 and Sh152,064.

Job group D4

These highly skilled professionals work largely in the middle- or high-level management and make between Sh132,178 and Sh174,425 per year.

Job group D5

These workers receive some of the highest salaries in Kenya. Their salaries range from Sh150,202 to Sh198,267.

Job group E1

In the new SRC Kenya employment groups, this is the third-highest group. Employees that work under E1 are paid between Sh198,267 and Sh257,747.

Job group E2

The second-highest-paid workers are those in job group E2, with a salary range between Sh221,508 and Sh282,954. High levels of experience are necessary for the position.

Job group E4

A basic salary range for job group E4 is between Sh292,765 and Sh576,120. The job group employs highly skilled and specialized workers with a high level of education and relevant work experience, the majority of whom hold high-level managerial roles.

Public Servants Job Groups Allowances

Commuter allowance

This covers transport expenses to and from work, including official errands. Employees in Job Groups B1 to C1 receive a monthly commuter allowance of, at least, Sh3,000, while those in Group C2 get Sh4,000.

Kenya civil servants’ house allowance

This highly depends on the job group and covers the employee’s housing in the work premises or accommodation outside the workplace. The amount also differs across the job groups.
