The stalemate that has been experienced in the Senate was an acid test for the Handshake proponents. When the senate finance committee tabled the County Revenue Allocation Bill 2020, the government thought that it will be easily passed. But was not the case.
The Bill was rejected by the majority of the Senators. Those who opposed the bill were led Senator Kindiki, Sakaja and Murkomen.
The debate on the bill took a different direction when Senators termed the bill divisive and discriminative. Their views was that Mt. kenya counties and counties from Kalenjin nation are the main beneficiaries.
The senate speaker Honourable Luzaka formed a nine members committee that is comprising of Senators who supported the initial bill. The Committee will be headed by the Senate deputy speaker Honourable Kamar.
This left Senators who opposed the initial bill isolated. The isolated Senators formed their own committee that is led by Senator Sakaja and Kindiki. This is the team that has proposed a formula that will attract many Senators. This will easily defeat the bill that will be fronted by Kang’ata led team.
This political war is expected to continue next week on Tuesday. The team led by Kindiki and Sakaja will easily carry the day if the formula remains unchanged. This will expose the weakness of the newly appointed leaders in the Senate.
