Dr. Richard Belio Kipsang, born in Nandi County in 1967, is the Principal Secretary of the Ministry of Education’s State Department for Basic Education. Before this, he served as the Ministry of East African Community and Regional Development’s Principal Secretary State Department for Regional and Northern Corridor Development.
The Kapsabet boys high school alumni has a Ph.D. in Educational Administration and Planning from the Catholic University of Eastern Africa, as well as a Master of Arts in Economics and a Bachelor of Education (Business and Economics) from the University of Nairobi.
Dr. Kipsang has over 24 years of expertise in leadership, management, education, coffee value chain finance, battling economic crime, and micro-enterprise development. He was the Managing Trustee/CEO of the Coffee Development Fund, a State Corporation in the Ministry of Agriculture, and Deputy CEO and head of Operations at the Higher Education Loans Board.
Kipsang has undertaken various consultancies both locally and internationally on leadership and management of Education.
Dr. Kipsang is also a qualified investigator and prosecutor from the Criminal Investigation Department Training School, as well as a Certified Fraud Examiner and Associate Member of the Association of Certified Fraud Examiners.
Dr. Kipsang has written high-quality academic and research publications on Higher Education Financing and Planning. Dr. Richard Belio Kipsang also serves on the Councils of Mt. Kenya University and Cooperative University College, where he chairs the Finance, Planning, and Development Committee.
Belio Kipsang, 56, is a well-known person in Kenyan education. He has been the Principal Secretary for Basic Education at the Ministry of Education since 2013.
